Ο Δρ. Κωνσταντίνος Κόμπος είναι εκ των ιδρυτικών μελών του Τμήματος Νομικής του Πανεπιστημίου Κύπρου στο οποίο διορίστηκε ως Λέκτορας Δημοσίου Δικαίου και Δικαίου της ΕΕ το 2006, προήχθη σε Επίκουρο Καθηγητή τον Ιούλιο του 2011 και σε Αναπληρωτή Καθηγητή το Σεπτέμβριο του 2016. Διετέλεσε Λέκτορας Δημοσίου Δικαίου και Δικαίου της ΕΕ στο University of HULL (UK) από το 2003 έως το 2006.
Έχει πτυχίο Νομικής (University of Hull, LLB, 1999), μεταπτυχιακές σπουδές (LLM in European Law, University of Cambridge, U.K., Corpus Christi College) και διδακτορικό δίπλωμα (Ph.D., University of Hull, U.K. Doctoral Thesis on ‘The Constitutional Jurisprudence of the ECJ: A Micro-Macro Analysis’, awarded with Distinction). Την περίοδο 2001-2003 επιλέγηκε ως Graduate Teaching Assistant (University of Hull) στο προπτυχιακό πρόγραμμα σπουδών. Από το 2014 είναι μέλος της ομάδας νομικών που συμβουλεύουν τον ελληνοκύπριο Διαπραγματευτή και τον Προέδρο της Δημοκρατίας στις συνομιλίες για την επίλυση του Κυπριακού προβλήματος. Σε αυτό το πλαίσιο, διετέλεσε μέλος διαφόρων Ομάδων Εργασίας και συμμετείχε στις διαπραγματεύσεις που έγιναν στην Κύπρο, Geneva, Crans Montana. Επιπλέον, ορίστηκε από τον Προέδρο της Βουλής των Αντιπροσώπων (2015) ως ειδικός εμπειρογνώμονας σε σχέση με την εφαρμογή και την επίδραση της αρχής Fratelli Costanzo στο Κυπριακό Σύνταγμα. Είναι επίσης εκ των συντακτών της μελέτης για την εισαγωγή νομοθετικού πλαισίου για τη σύγκρουση συμφερόντων κατόπιν ανάθεσης της Βουλής των Αντιπροσώπων (2015). Το 2016 ορίστηκε από το Ανώτατο Δικαστήριο να διεξάγει στατιστική ανάλυση της νομολογίας ως προς τις εφέσεις. Το 2014 ορίστηκε από το Γενικό Εισαγγελέα ως Agent για την Κυπριακή Δημοκρατία ενώπιων της Ολομέλειας του ΔΕΕ στην Opinion 2/13, Accession of the EU to the ECHR. Ασχολήθηκε με ζητήματα ιδιωτικοποιήσεων, ενώ 4 φορές κλήθηκε ως εμπειρογνώμονας στην Επιτροπή Νομικών της Βουλής των Αντιπροσώπων κατά τη συζήτηση της νομοθετικής ρύθμισης της διαδικασίας προδικαστικής παραπομπής (2007-2009). Την περίοδο 2013-2017 διορίστηκε Προέδρος της Επιτροπής Αξιολόγησης του Κυσατς για πτυχία Νομικής και Κοινωνικών Επιστημών. Την περίοδο 2014-15 διορίστηκε από το Συμβούλιο του Πανεπιστημίου Κύπρου ως Προέδρος της Επιτροπής Διερεύνησης της λειτουργίας του Ωκεανογραφικού Κέντρου. Το 2017 κλήθηκε ως Ειδικός Εμπειρογνώμονας από την EU Scoping Mission για τη Μεταρρύθμιση των Κυπριακών Δικαστηρίων.


Έχει συντονίσει 4 ερευνητικά προγράμματα με συνολικό προϋπολογισμό 200,000 ευρώ, ενώ έχει συμμετάσχει σε αριθμό ερευνητικών προγραμμάτων και έχει διατελέσει εθνικός ανταποκριτής (reporter) σε πλειάδα ερευνών και δημοσιεύσεων για δίκαιο ΕΕ, συνταγματικό δίκαιο, δημόσιο δίκαιο, εργατικό δίκαιο, δίκαιο ανθρωπίνων δικαιωμάτων, προστασίας whistleblowers, συγκριτικού δίκαιου και τοπικής αυτοδιοίκησης. Έχει εκπροσωπήσει την Κύπρο σε 3 Fide Congresses και σε 2 Comparative Law Congresses, ενώ ήταν national co-reporter για το United Kingdom in 2006 Congress of the International Academy of Comparative Law on the theme of European Constitutionalism.


Είναι Πρόεδρος του Cypriot Society for Comparative Law. Διετέλεσε επίσης επισκέπτης ερευνητής στο Waseda University Tokyo (2017) και στο National University of Singapore (2016) και δίδαξε στην Academy of European Public Law/European Public Law Organisation (2016). Είναι Αντιπροεδρος του Τμηματος Νομικης.

Profile Information

 
Dr. Constantinos Kombos is among the founding members of the Law Department, University of Cyprus. He was appointed as Lecturer of Public Law and EU law in 2006 and was promoted to Assistant Professor in 2001 and Associate Professor in 2016. Prior to his appointment to the University of Cyprus, he was Lecturer of Public Law and EU law at the University of Hull (UK) (2003-2006).
 
 
He was awarded an LLB (University of Hull, 1999), an LLM in European Law (University of Cambridge, U.K., Corpus Christi College) and a Ph.D. in Law (University of Hull, U.K. Doctoral Thesis on ‘The Constitutional Jurisprudence of the ECJ: A Micro-Macro Analysis’, awarded with Distinction). He was also appointed (2001-2003) as Graduate Teaching Assistant (University of Hull).
 
He has received various scholarships and grants during his studies (Research Grant από A.G.Leventis Foundation, Josephine Onoh Memorial Scholarship, Scholarship by the Cambridge Commonwealth Trust, Andrew Marvell Jackson Prize/Lewenstein Price Fund, German Public Law Prize, University of Hull, Scholarship by Cyprus State Scholarship Foundation).

In terms of appointments and advisory services, he has been appointed by the President of the Republic of Cyprus as a member of the legal team advising the President of the Republic of Cyprus and the Greek Cypriot negotiator on the ongoing negotiations for the settlement of the Cyprus Problem (2014-present). In that context, he was also appointed as member of various Working Groups and took part in the negotiations in Cyprus, Geneva and Crans Montana. He was also appointed by President of House of Representatives to provide a Legal Opinion on the Fratelli Costanzo Principle and on its Impact on the Powers of legislature and on Cypriot Constitutional Law (May 2015). In 2015 he was appointed (with Aris Constantinides) by the House of Representatives to report on the need to reform the legislative framework on Conflict of Interest for all public (elected and appointed) officials. In 2014 he was appointed by the Attorney General of the Republic as Agent (Lawyer) for the Republic of Cyprus before the CJEU for Opinion 2/13, Accession of the EU to the ECHR. In 2016 he was appointed by the Supreme Court to conduct a statistical analysis in relation to the development of the case law and the work-load (appeal level) between 1960-2015. He appeared as ‘Expert Witness’ before the Legal Affairs Committee of the House of Representatives, in relation to the adoption and subsequent amendment of the Law relating to the Preliminary Reference procedure (4 times between 2007-2009). In 2017 he was called as expert to give evidence before the EU Scoping Mission for the Reform of Cypriot Courts. He offered advice on issues of privatization and in the context of introducing the Privatization Law 2014 and the subsequent process (February 2014). He was also appointed as Chairman of the Committee on Social Sciences and Legal Studies of the Council of Recognition of Higher Qualifications (KYSATS) (2013-2017) and was appointed by the Council of the University of Cyprus as Chairman of the Special Committee tasked with conducting an Inquiry into the operation of the Oceanographic Centre (May 2014, Report submitted in January 2015).
 
He acted as coordinator for 4 research projects (with budget 200,000 euros) and has participated in numerous other research projects and as a national reporter leading to publications in the fields of EU law, constitutional law, public law, employment law, human rights, protection of whistleblowers, comparative law and local government. He represented Cyprus in 3 Fide Congresses and 2 Comparative Law Congresses, while he was national co-reporter for the United Kingdom in 2006 Congress of the International Academy of Comparative Law on the theme of European Constitutionalism.

He is Chairman of the Cypriot Society for Comparative Law. He was visiting researcher in Waseda University Tokyo (2017) and National University of Singapore (2016). He taught at the Academy of European Public Law/European Public Law Organisation (2016). He is currently Vice-Chairman of the Law Department.

He teaches: Constitutional Law, Law of the EU 1 &2, Cypriot Public Law, European Public Law. He is the author of 5 books and is under contract with publishers for 4 more by 2020.
